These are definitively taken by a person seated on coach on December 23, 1970, a section of the plane which Jerry Schilling mentions as Elvis having gone to, to talk to passengers and which is a close walk from his first class seating. What is difficult to ascertain is whether this picture was taken i) on the way to Wahington DC, from Memphis (the first leg), ii) on the way to Los Angeles, from Washington, (the second leg, where he met Jerry), iii) on the way back to Washington, from Los Angeles, with Jerry already on board, or iv) on the way to Memphis, from Washington (the last leg). I would guess that Elvis was not dressed exactly the same when he left Memphis originally. Since he stayed at his house in Los Angeles, with Jerry, before going back to Washington, then it is possible that it was in LA where he dressed with the same gear as when he entered the White House. So, this picture is probably from either the Los Angeles to Washington trip, or from Washington to Memphis, the final leg. Given the time on the clock (12.35) and the fact that it is daylight, then my best bet is that Elvis was on his second trip to Washington in less than 2 days. In other words, he had yet to enter the White House when this picture was taken.
